Our mission is to reduce the immediate and long-term threats posed by terrorism, violent crime, operational failure, and inadequate preparedness by delivering practical, intelligence-informed systems derived from Israeli and international experience.

Through counterterrorism instruction, behavioral threat recognition, facial micro-expression analysis, tactical K9 training, detection, search and rescue, protection-dog placement, and operational program audits, ISTK9 helps organizations identify vulnerabilities, improve existing systems, and develop personnel and K9 teams capable of functioning reliably under pressure.

ISTK9 was established to transfer operational knowledge developed in high-threat environments into practical systems that can be used by law-enforcement agencies, government organizations, security professionals, K9 units, and qualified civilian clients.

Israel has operated under persistent military, terrorist, and security threats since its establishment. This reality has required Israeli professionals to continuously develop and refine intelligence systems, counterterrorism procedures, tactical methodologies, technological solutions, and specialized K9 capabilities.

ISTK9’s purpose is to responsibly teach, adapt, and apply relevant Israeli and international methodologies to contemporary threats. This includes educating personnel, strengthening K9 programs, identifying operational weaknesses, developing improvement protocols, and preparing people and dogs to perform effectively during real-world incidents.

Shai (Shay) Maimoni is the founder and lead instructor of Israeli Special Tactics K9, bringing 30 years of operational, training and instructional experience to agencies and professional teams.

His military-oriented education began at Mevo’ot Yam Naval School in Michmoret, Israel, before he later enlisted in the Israel Defense Forces. During his IDF service, he was introduced to military working dogs, establishing the foundation for his continued work in canine behavior, tactical K9 development, operational training and security education.

His work has expanded across tactical K9 training, patrol and detection development, handler and supervisor education, counterterrorism, terrorism groups and ideologies, facial micro-expressions, body-language awareness and operational consulting.

Shay also developed the Muzzle Deployment System, an operational methodology designed to expand the utility of the patrol K9 while prioritizing control, proportional response and the safety of the team, K9 and public.
